General District Description

District Overview (per Sec. 32-1-104.5(3)(a)(X), C.R.S.)

Legato Metropolitan District Nos. 1-7 (“Districts”) are local governments that provide certain public improvements and services for the Legato community.

The Legato Community Authority (“Authority”) is a separate legal entity and local government formed by and among the Districts to provide certain public improvements and services required for the Legato community,  which are authorized to be provided by the Districts.  The Authority incurs financial obligations on behalf of the Legato Districts and for related public improvements and services .

Public Improvements and Services

The Districts are authorized by the Special District Act and their Consolidated Service Plan to provide certain planning, design, acquisition, construction, installation and financing of public improvements required for the Legato community, including water, sewer, streets, drainage, traffic and safety, park and recreation improvements, design review and covenant enforcement. The Authority and the Districts’ current services include the financing of public improvements, and the provision of certain landscaping, design review and covenant enforcement  services.

Maximum Debt Authorization

The Districts are authorized by their Consolidated Service Plan to issue a maximum of $100,000,000 in debt for funding and/or operations of the Districts’ public improvements and services, subject to electoral authorization.  The Authority may issue debt on behalf of the Districts.

Authorized Sources for Debt Repayment

The Districts are authorized to repay its general obligation debt from any and all legally available revenues of the Districts, including but not limited to, fees, penalties, rates, or charges. The Authority can issue debt that is payable by taxes or fees levied by the Districts.

Maximum Mill Levy for Debt Repayment

The Districts’ Service Plan allows that the Maximum Mill Levy shall not exceed 55.277 mills, subject to adjustment as described in the Consolidated Service Plan.

Board Member Qualifications

The Districts hold regular elections for board members on the first Tuesday after the first Monday in May of each odd-numbered year. A person is qualified to be a candidate if they are a registered to vote under the Colorado Uniform Election Code of 1992 and are either (1) a resident of the District(s), or (2) the owner (or spouse or civil union partner of an owner) of taxable real or personal property within the District(s).  People interested in a position on the Districts’ Board of Directors may contact the Districts’ legal counsel for further information:
